Hansard from 2001 was sooo interesting. We chortled on Frank's response to Brian Boudreau's question in regards to our eight municipal units, "...I guess the best way to have their trust is with their cheque book and we do have their cheque book and basically we get things done in our area." Yep, he sure does have the cheque book doesn't he and he has an approving BofD to boot!
What proved to be the most revealing discourse was between MLA Jon Carey, Kings West (PC) and Frank. Carey's questions on "operational expenses" being 30% in one RDA versus 80% in another, and there being no rationale to have a certain percentage used for operation expenses. Frank did such a fine act of sidestepping those questions, he deserved Spin Doctor of the Year Award. That was eight years ago; gawd, things didn't improve any!
