WHO'S IN CHARGE?

GREAT QUESTION..... NOT AN EASY ANSWER....

One of our readers wanted to know who Mr. Anderson reports to and whether any of his superiors are aware of the actions reported in this blog.

Mr. Anderson is identified as the CEO of SWSDA on their web page and in his correspondence. In theory, the CEO and all other staff of SWSDA work for the Board of Directors who represent the members of SWSDA. According to the bylaws of SWSDA the President or Chair of SWSDA is responsible for the day-to-day operations of SWSDA as directed by the Board.

Here's where it gets complicated.

Two different sources provide two different answers. The SWSDA web page and the Registry of Joint Stocks identify the following individuals as Directors of SWSDA.

While the RJSC listing is supposed to provide the legal listing of Directors it appears that SWSDA has not updated it as required since the election last fall and the naming of new reps by the municipalities. A quick review of the names shows that it does not reflect the changes in municipal governments and appointments since the last municipal elections.

Soooo..... my money is on the listing on the web page as probably the most accurate listing of Directors and the people responsible for supervising the CEO and knowing what is going on.

PUBLIC ACCESS LIMITED ....
While my recent victory in the Supreme Court of Nova Scotia now requires SWSDA to provide public access to their documents under the Municipal Government Act's Freedom of Information provisions, SWSDA has refused to open their meetings to the public. The only people with a right to observe SWSDA meetings are the Board of Directors listed above .... including what they euphemistically call "non-voting representatives".

People who are interested in knowing whether these folks know what the CEO is doing should ask the folks listed above. After all ... they are the Board of Directors and responsible for his actions.

Thanks Ed, It appears there's an over abundance of development personnel(I wonder who hired them!)and political leaders who for some reason don't want to get too close to the fire because they have their own agenda. It's no small wonder that anything gets accomplished and when it does it's either clear cut(NSSB) or its abandoned(CFB Shelburne)It's completely obvious that everyone has failed....and its rotting from within.

BTW I bet frank can't wait for the Princess of Acadia to sink

I think there should be a class action lawsuit filed by the residents to recover our stolen economic development money.

It is a shame that corruption intrudes on our local business so rampant; but we must remember that the blame does entirely rest on Mr. Anderson's shoulders. It also rests on the shoulders of the board of directors and its "non-voting members"

If we were to take it literally, the board of directors would also be considered corrupt simply by the fact that they do not wish to hold Mr. Anderson accountable for his actions.

I do believe, however that some of the members are "honest" enough to come forward but they don't for fear of reprisal.

If the voting board members were honest, they would either speak up or step down. Since they have done neither, they are as guilty as the CEO if it is found that creative bookkeeping was allowed to be carried out under his watch.

By the way, is it the Yarmouth accounting firm that is responsible for SWSDA's books? I notice we have a Shelburne accountant on the board of directors, and wonder what role he is playing in this.

Yes, if they have an accountant sitting on the Board of Directors, how are these expenses escaping the Board's review, or does anyone review his expenses? Wow, it appears we've got our own mafia in SWSDA - who'd have thunk it?

Parker didn't help matters with his conflict of interest episode, and his ferry dreams; and it appears Delaney doesn't have what it takes to improve matters within SWSDA.

Notice how Lockeport has dug itself out of its hole. I'm not advocating Huskilson for this riding's candidate, but it appears as Mayor he has his ducks in a row for the betterment of his town, and works well with his council.

Belliveau on the other hand may be on the winning side this time around. Even though we haven't heard much from him, I suspect he would see that SWSDA received the independent audit that he and over 500 citizens called for years ago.

Wake up and smell the coffee people - cast your ballot wisely this time around! My vote goes to the man with the most answers or info on SWSDA - I'm listening, but not hearing anything - yet...

Fred, I wonder if anyone has the answer as far as a course of action the taxpayers of Shelburne Co. can take to make SWSDA accountable for their actions or inaction? Guess that is why Halliday checked on whether she was covered by Barrington Municipality's liability insurance and SWSDA's liability insurance.

For us to be lumped in with Yarmouth was a recipe for disaster, and with Hurlburt at the helm it was doomed from the get go. The whole mess has been allowed to get so far out of hand, there doesn't appear to be a light at the end of the tunnel - yet.
