Two Million Reasons to ask Questions!

-------- Your tax dollars at work ---------

Audited Financial Statements......

Incorporation under the Societies Act requires the annual provision of Financial Statements to the Registry of Joint Stock Companies (RJSC).

Between 1996 and 2008 SWSDA failed to meet this obligation. According to the RJSC record reviewed today...... SWSDA filed NO financial statements with the RJSC in 1997, 1998, 2001, 2003, 2004, 2006 and 2007.... failing to file with the Registrar more than 50% of the time in the past thirteen years since their incorporation in 1995. During most of this time period, Rod Rose, Pat Nickerson, Paulette Scott and Roger King were the Chair or Co-Chair of SWSDA.

I have cobbled together a number of financial statements and modestly estimated expenditures for a couple missing years.

Here's what I get for expenditures attributed to travel, conferences and meetings for SWSDA.... not counting the last 14 months!

..... These numbers are from SWSDA's own audited figures!

1996 ....... $15,800
1997 ....... $41,378
1998 ....... $76,065
1999 ....... $104,103
2000 ....... $116,688
2001 ....... $118,022
2002* ....... $120,000
2003* ....... $122,000
2004 ....... $124,760
2005 ....... $137,626
2006 ....... $300,902
2007 ....... $339,670
2008 ....... $177,774

* (Estimated based on expenditures reported.)

TOTAL REPORTED EXPENDITURE BY SWSDA'S CEO, STAFF AND BOARD FOR TRAVEL, CONFERENCES AND MEETINGS OVER THE TIME PERIOD......

A WHOPPING.... $1,794,788

At that rate, when we include expenses for last fiscal year and the first two months of this year, SWSDA travel and entertainment expenses will, I expect, exceed $2,000,000 dollars!

Do you think it was worth it?

Think someone should ask for an audit of just this part of SWSDA's expenses?

Might Revenue Canada be interested? What is their tip line number?

Can't you see the managers of other RDAs scratching their heads, wondering how SWSDA is getting away with all of this? Offices have been computerized for years, so there's no excuse for the RJSC not to have picked up on this, or if they did to let it slip by for so many years. I'm sure it wasn't the lowly clerical staff who turned a blind eye to SWSDA and its delinquent filings. There are so many dirty hands in SWSDA's affairs that it's no wonder they are in the mess they are.

I see you've requested Roger King's expense accounts. Minutes of YAIC, Rodd Grand, 29 Jan 07, Roger (Chair) was absent so Rod Rose was the Acting Chair. BTW Hurlburt was absent but Commission Employees Frank, Dave Whiting, and John Sulivan were there.
"New Business: 1. Staff attended a seminar on 'Legal Liabilities for Not-For-Profit-Societies' and came away from this seminar with the following: As long as YAIC has Liability Insurance in place we do not need Directors Liability Insurance. The Province under the 'Volunteer Act' covers directors from liability provided no negligence is conducted."
Well fellows, even a layman can translate what "no negligence" means. Are those rats I see jumping ship into Yarmouth harbour?

Also," 2. under New Business - Tendering Practices reviewed..."

There are so many hands in SWSDA's pot one doesn't know what the other's doing. Frank's had them all running scared for years and if they haven't seen the light by now they deserve to go down with him. Due diligence my foot - more like gross negligence to me.

I would like to know what kind of land holdings these jokers have, under numbered companies???
And I would like to know if our tax dollars were used to purchase these properties???
